The Neighborhood Stabilization Program was designed to address the problems some neighborhoods are facing due to an increase in the number of homes that have been abandoned during the country's foreclosure crisis. Title III of Division B of the Housing and Economic Recovery Act (HERA) 2008, approved July 30, 2008, appropriates $3.92 billion for the Neighborhood Stabilization Program. The purpose of this program is to strengthen communities by providing funds for the purchase and redevelopment of foreclosed and abandoned homes and residential properties.
Region 15 is made up of Greene County, Clark County (outside the City of Springfield), and the Cities of Fairborn and Xenia. Our region was awarded $1,970,355 to assist with eligible projects through demolition, acquisition, rehabilitation, new construction, and land banking in target areas approved by the Ohio Department of Development, Office of Housing and Community Partnership (OHCP).
On July 19, 2010, Greene County demolished a vacant and blighted former residence in the Village of Jamestown. The owner of the property retained the lot for future redevelopment. Two more abandoned properties in the Village of Jamestown were demolished on July 21, 2010, and new homes have been constructed on the lots. A fourth property, in the Shawnee Hills neighborhood, was demolished on November 2, 2010, and a new home has been built on its lot. All three new homes were finished in 2011 and listed for sale by sealed-bid auction.
A bid-opening was held on February 9, 2012 and multiple bids were received for each property. On February 14, 2012 the highest bid/sale price for each home was approved by the Greene County Board of Commissioners.
