NOTICE TO BIDDERS
GREENE COUNTY - LEWIS A. JACKSON REGIONAL AIRPORT
EXTEND RUNWAY 7-25
The Greene County Regional Airport Authority, Xenia, Ohio will receive sealed bids for the following project until 4:00 PM, local time, on the 15th day of February, 2018, at the Greene County - Lewis A. Jackson Regional Airport administration building, Greene County Regional Airport, Xenia, Ohio. All responsive bids will be publicly opened and read aloud after 4:00 PM., on the bid opening date by a representative of the Greene County Regional Airport Authority. A voluntary Pre-bid conference will be held at the Greene County - Lewis A. Jackson Regional Airport administration building, at 11:00 AM, local time, on the 25th day of January, 2018.
Bids to be mailed shall be addressed to the Greene County - Lewis A. Jackson Regional Airport, Attn: Dave Kushner, 140 North Valley Road, Xenia, Ohio, 45385, and will be clearly marked "Sealed Bids, DO NOT OPEN".
The projects consist of:
BASE BID: Extend Runway “7-25” 502-feet to the southwest which involves removing existing runway paint markings, temporarily marking and lighting a relocated runway threshold, stripping and stockpiling topsoil (if any), cut/filling and compacting runway pavement subgrade, placing and compacting waste soil on designated slope areas, proof-rolling and replacing any unsuitable subgrade soil, placing and compacting crushed aggregate subbase, placing and compacting bituminous concrete base and surface courses, installing new electrical cable and counterpoise wire (with ground rods), installing new runway edge lighting, relocating existing runway end identifier lights (REIL) and runway threshold lights, removing temporary markings and lighting, restoring original permanent runway markings, and restoring disturbed areas by mulch seeding as more specifically set out in the Plans and Specifications.
ADDITIVE BID 1: Install Underdrain System Runway 7 Extension involves the installation of underdrains along the length of Runway 7 Extension.
ADDITIVE BID 2: Install Runway 7 Visual Glideslope Indicator System (PAPI) involves installing new electrical cable and counterpoise wire (with ground rods), directional drill HDPE conduit, and installation of electrical junction structure.
Copies of the Contract Documents including the Plans, Contract Document Book (includes Notice to Bidders, Instructions to Bidders, General Provisions, Standard Specifications, Bid Proposal, Construction Contract, and Subsurface Investigation and Geotechnical Evaluation), and Bid Proposal forms may be obtained from the office of Woolpert, Inc., Tuesday; January 16, 2018, upon receipt of a non-refundable payment of $125.00 per set. Bids must be submitted using the provided Bid Proposal format and including all requested information to be considered responsive. The Contract Documents as mentioned are on file at the Greene County - Lewis A. Jackson Regional Airport, Xenia, Ohio and at the office of Woolpert, Inc., 4454 Idea Center Boulevard, Dayton, Ohio, 45430 for review during normal business hours.
In accordance with ORC Section 153.54, bids shall include either a “Performance Bond” for the full amount of the bid, or a certified check; cashier’s check; or letter of credit payable to the Greene County Airport Authority, Xenia, Ohio, equal to ten percent (10%) of the bid.
Award of the work, if awarded, will be made to the lowest responsive and responsible bidder. The Greene County Regional Airport Authority, Xenia, Ohio, reserves the right to waive any informalities in bidding if such waiver is in the best interests of the Owner and conforms to local laws pertaining to the letting of construction contracts and to reject any and all bids.
The Owner is cognizant of the time limitation for awarding contracts; therefore, the Owner will have 60-calendar days from the date bids are opened to award and execute the proposed construction contract with the lowest responsive and responsible bidder.
